京津冀所有地级市高铁全覆盖
本报讯(记者何蕊)京津冀协同发展10周年高端论坛今天在首都经济贸易大学举办，论坛上发布的《大格局：京津冀协同发展10周年记》显示，京津冀协同发展10年硕果累累，非首都功能疏解取得重要进展，交通一体化持续向纵深拓展，京津冀所有地级市实现高铁全覆盖。
首经贸特大城市经济社会发展研究院调研发现，“疏解整治促提升”专项行动取得阶段性成果。10年来，北京市积极推进不符合首都功能定位的一般制造业动态调整退出，累计退出一般制造业和污染企业超过3000家，疏解提升区域性批发市场和物流中心近1000个；高精尖产业发展迅速，十大高精尖产业的企业注册资本额均呈逐年增长态势，其中，节能环保产业的企业注册资本额最高，人工智能产业的企业注册资本额增速最快；教育、医疗等公共服务设施疏解稳妥有序落地，教育和优质医疗资源的空间布局不断优化；累计拆除2.4亿平方米违法建设，整治提升桥下空间近800处，城市“被遗忘的角落”正在被唤醒。
京津冀协同发展的“骨骼系统”不断完善。目前，北京已形成航空双枢纽格局，京津冀“双核、两翼、多节点”机场群布局完成；天津港初步建成国际一流枢纽港口，津冀港口群货物年吞吐量已超18亿吨；河北着力补齐基础设施短板，全力推动城市轨道交通建设，实现地铁从无到有。京津冀所有地级市实现高铁全覆盖，城际铁路建设持续推进，京雄津保“1小时交通圈”已经形成，“轨道上的京津冀”初步建成；高速公路路网结构不断优化，实现京津冀区域间全面消除国家高速公路网“断头路”；公交、地铁实现“一卡通”互联互通，京津冀核心区1小时交通圈及相邻城市间1.5小时交通圈基本形成。
10年来，京津冀三地生态质量也在稳步提升。北京已连续两年达到国家空气质量二级标准，实施平原区百万亩造林工程等绿化工程，环境容量逐渐扩大；天津大气主要污染物排放量大幅下降，积极推进“871”重大生态工程建设，生态空间与生态环境质量实现双提升；河北11个设区市全面退出全国重点城市空气质量后10名，生态环境质量持续优化。数据显示，2023年京津冀地区PM 2.5平均浓度较2014年下降近6成，区域内已无城市上榜“中国空气最差10城”。
论坛上，京津冀协同发展研究高校智库联盟成立，北京大学、中国人民大学、南开大学等15所京津冀高校将持续发挥智库作用，携手推动京津冀协同发展研究走深走实。“10年来，京津冀三地协同发展硕果累累，人民获得感、幸福感、安全感持续提升。”首经贸副校长尹志超表示，该校将进一步统筹优势资源，围绕重大理论和现实问题，持续深入开展前瞻性、战略性及应用性研究。

本报讯(记者代丽丽 通讯员徐瑞雪)近日，北京市通州区、石景山区，天津市武清区、宝坻区，河北省唐山市、廊坊市、雄安新区以及山东省德州市8地人社部门共同签署了《京津冀“五区三市”就业创业协作协议》，以进一步深化京津冀区域就业创业协同共享，提高公共就业服务均衡化优质化水平。
协作协议涉及就业创业服务、人才交流、职业能力建设、劳动者权益保障、创业导师(培训讲师)管理使用、举办创业创新大赛、提升创业就业孵化基地质效等方面，各协作成员单位之间本着“融合交流、优势互补、发展共赢”的原则，构建“目标同向、资源共享、政策互鉴、市场相通”的协同发展格局，共同为重点群体就业创业打通绿色通道，探索建立高效的人力资源市场信息互通机制，平均每月相互推荐不少于200个岗位。
线上线下齐发力。区域协作成员单位将联合举办“春风行动”“民营企业服务月”等各类公共就业服务专项活动，组织本地企业参加协作地招聘活动，相互提供场地、岗位、人员等活动支持。同时支持各级各类人力资源服务机构深度合作，开展直播带岗、远程面试、信息互通等求职招聘服务。
一体化课程开发、开展新职业认证、开展区域内相关人员交流培训……各地将整合优质的职业技能提升课程资源，供协作地企业、院校或个人按需择优选择，并协调相关职业技能水平评价工作，逐步实现师资互荐、课程互选、资质互认等目标。(北京晚报)
